SPECIAL PROGRAMS FINANCIAL ANALYST

Position located in Virginia

Description of work - Provides financial and programmatic support to DOD client. Assists in planning, budgeting and execution of research and development (R&D) programs. Performs economic research and conducts financial and expense analysis to assess progress and identify potential financial and execution problems. Advises client’s R&D managers in development, analysis and justifying R&D program budgets. Assists coordination of contract planning documentation, business plans and other obligation documents. Supports monitoring and reporting of program financial execution. Maintains project data in the Comprehensive Cost and Reporting system (CCaRs). Supports internal business processes, and conducts program cost analyses. Is considered a financial/business management expert within the organization.

Qualifications - The position requires a BA in business (accounting/management) or technical degree (BS). Individual must have seven years experience in DoD's Planning, Programming, Budgeting, and Execution (PPBE) system and working knowledge of acquisition or R&D program management—six years experience with a Masters degree. Must understand DoD accounting systems. Successful candidate must have excellent interpersonal and communication, Microsoft Excel and financial database skills. Must have proven record as a team member and be able to complete work with minimum guidance and supervision. Work is performed in contractor’s and customer's facilities located at Fort Belvoir, VA of Herndon, VA. Security clearance: Current Secret clearance required with ability to obtain TS/SCI.

BUDGET ANALYST

Position located in Virginia

Description Of Work - Seeking an energetic and detail oriented multi-tasker to be the Budget Analyst providing Advisory and Assistance Services (A&AS) to our program management customers. Current assignment will focus on support to the Combating Terrorism Division. The Analyst assists managers in planning, budgeting, forecasting, and execution of research and development programs using Microsoft Excel and customer financial systems such as Comprehensive Cost and Requirements System (CCaR). The Analyst primarily reconciles and researches current and prior year commitments, obligations, and expenditures using CCaR and the Centralized Accounting, Finance and Resource Management System (CAFRMS) and various other government financial databases. Also assists in the review, analyses, validation, and prioritization of program requirements and spend plans; assists coordination of contract planning documentation, business plans and other obligation documents; and supports monitoring and reporting of program financial execution and conducts program cost analyses.

Qualifications – The position requires a bachelor’s degree in business (accounting/management) or technical degree (BS) and three years experience in program, project, office, or contract management or administration. Commensurate experience will be assessed in lieu of undergraduate degree. Advanced degree or training desired. Experience supporting US government office management processes and systems required. Working knowledge of contract administration highly desired. Must have excellent interpersonal, oral, and written communication skills, a proven record as a team member, and be able to complete work with minimum guidance and supervision. Training in specific financial systems will be provided to the candidate who demonstrates aptitude to quickly learn and master new systems and procedures. Candidate must have excellent Microsoft Office skills with emphasis on Excel. Experience with DoD financial systems strongly desired. Requires minimal travel. Position requires a TOP SECRET clearance with demonstrated ability to obtain SCI.

RESEARCH SCIENTIST – RADIATION DETECTION

Position located in Virginia

Description Of Work - Provide research and development support, expert advice, and analyses support as part of Advisory & Assistance Services (A&AS) contract. Serve as a Technical Integrator to lead and direct innovative research in advanced radiation detection technologies and systems in specific and general applications. Present scientific principles supporting proposed R&D. Summarize and assess research proposals. Analyze technical approaches to meeting operational requirements and filling capability gaps, and develop research strategy to close these gaps. Support development of program plans for new technology areas. Actively engage and direct research performed by national labs, academia, and industry. Provide technical advice in the areas of applied-research level active and passive detection of radioactive materials. Organize and participate in working groups composed of agency, interagency, government, and contractor personnel. Support test, evaluation, and demonstration of advanced radiation detection technologies and systems.

Qualifications – Position requires an advanced technical degree (nuclear physics, nuclear engineering, radiation detection and measurements, or nuclear counterproliferation science) with at least one year relevant experience (or a PhD in one of the listed fields). Applied research experience in two or more of the following technical areas is required (three or more preferred): (1) semi-conductor crystal growth and detector fabrication; (2) scintillator crystal growth and detector fabrication; (3) radiation sensor design, mechanical engineering, systems integration, and testing; (4) MCNPX and GEANT specific to nuclear detection modeling; (5) analog integrated circuit design, electrical engineering, and electronics; and (6) nuclear detection algorithms, software, data-fusion and sensor networks.

Experience in alternative signatures of radiological materials also desired. Strong oral and written communications skills required. Proven ability to translate analyses into clearly described written products (briefings, reports, white papers) is required. Applicant must be computer literate and be skilled in using standard office automation programs. The position requires travel. Secret security clearance is required. Top Secret clearance must be obtainable. Relocation assistance available.

SENIOR NUCLEAR SCIENTIST/ENGINEER

Position located in Virginia

Description Of Work - This senior scientist position will provide technical leadership in the area of nuclear detection, including both traditional passive systems and especially new active systems for locating fissionable materials at large, standoff distances. Duties for the senior scientist may include: Advising senior leadership in research and development enterprise on technical programs and policies to ensure timely development of innovative nuclear detection systems that are more robust, more reliable, and more portable; Oversight and career development of more junior nuclear detection personnel; and technical oversight of and interaction with nuclear detection work performed by other DoD contractors, laboratories of the Military Services, Department of Energy laboratories, and universities. Travel may be required (up to 25%). Besides specific expertise in nuclear detection, which may be either experimental or computational, expertise in one or more other contributing areas is also highly desirable. Examples of contributing areas include: Particle transport simulation (e.g., MCNPX, GEANT4, SYNTH) Scintillators and semiconductors Crystal growth and processing Neutron and gamma spectroscopy/spectrometry; Nuclear imaging (e.g., Compton imaging). Relocation assistance available.

Qualifications –This position requires a PhD in engineering or physics with at least 10 years of R&D experience that includes a track record of peer-reviewed publication, practical achievement, 'big picture' strategic thinking, and personal leadership. Degrees in nuclear engineering or nuclear physics are especially desirable. Experience with developmental and operational test and evaluation (T&E) of radiation detection systems is especially desirable. The individual must have excellent interpersonal, oral, and written communication skills, and must be able to work with minimal guidance and supervision. Work will be performed in both customer facilities located in Lorton, Virginia, and other locations. This position requires a DoD secret clearance with the ability to obtain a top secret clearance.

RADIATION DETECTION R&D – STANDOFF DETECTION

Position located in Virginia

Description Of Work - Provide general knowledge and subject matter expertise in nuclear detection. Analyze current capabilities and future requirements to determine capability gaps, and make recommendations to close these gaps. Support development of program plans for new technology areas, such as research transition to Joint Concept Technology Demonstrations and Advanced Technology Demonstrations. Assist in monitoring contractor performance. Provide technical support in the areas of applied-research level active and passive detection of radioactive materials in specific and general applications.

Qualifications – Position requires an advanced technical degree (nuclear physics, accelerator physics, or nuclear engineering) with at least seven years relevant experience (four with PhD). Experience with particle accelerators, both in research and in design, construction, and operation is required. Recent experience in nuclear or high-energy particle beams and their interaction with matter is required. Recent experience in radiation detector device design, construction, and maintenance is desired. Experience desired in use of modeling and simulation for design validation, e.g., with MCNPX and particularly GEANT software. Proven ability to translate analyses into clearly described written products (briefings, reports, White Papers) is required. Applicant must be computer literate and be skilled in using standard office automation programs. The position requires travel. Secret security clearance is required. GEOSPATIAL INFORMATION SYSTEMS INTERN

Position located in Virginia

Description Of Work - We are seeking a college Intern to join our team of qualified, diverse individuals. This position will be located in Lorton, Virginia, where technology and teamwork come together. The qualified applicant will become part of an advisory and assistance effort to the Defense Threat Reduction Agency (DTRA). Our college intern program provides opportunities to gain experience in areas such as geospatial information systems, systems engineering, and software engineering. Roles and responsibilities include: software development, high performance computing, computer and software integration.

Qualifications – To be considered for this position, candidates must minimally meet the knowledge, skills, and abilities listed below: student at an accredited college, preferably in the junior year; Major in a Computer Science, Computer Engineering, or Geospatial Information Systems curriculum; Must have and maintain a 3.0 GPA during participation in the program; Must be a US citizen. Candidates with these desired skills will be given preferential consideration: Experience programming in C, C++, Fortran95, C# languages, experience developing plugins or modules for satellite toolkit by AGI, ArcGIS by ESRI, and KML for Google Earth. Knowledge of specific equipment and technologies is desired, but not required as this is an internship that will expose the intern to a variety of information technologies. Candidate will be required to work part-time, a minimum of 20 hours per week during the 1st shift of daily operations. However, work hours are flexible based on an agreed schedule between the manager and the student, with consideration given to the student's academic schedule. ACT I will consider qualified candidates, regardless of age. Candidate must be eligible to obtain a Secret clearance.
