Overview
Advanced Concepts and Technologies International,
LLC (ACT I) is a diversified professional services firm
founded in 1998 to meet client challenges in a wide range of Systems
Engineering and Technical Assistance (SETA) services including major
systems acquisition management, cost estimating, engineering and
systems analysis, technology insertion, logistics, prototyping,
test and evaluation, and enterprise modeling and simulation (for

here). We also provide enterprise information systems architecture,
outsourcing, portfolio management, program management, and strategic
and capital planning consulting.
ACT I only solicits and performs engineering services
in support to federal agencies providing a wide range of SETA services
to the U.S. Army Tank-automotive and Armaments Command (TACOM) and
the TACOM Research, Development, and Engineering Center (TARDEC)
since 1999. Over 95 different work directives have been accomplished
on ACT I’s System Technical Support Services contract with the Army

ACT
I has been performing cost estimating, affordability alternative
analysis, and economic analysis modeling and manufacturing planning
and assessments for the Joint Strike Fighter (JSF) since 1999 and
the F/A-22 program since 2002. For NAVAIR PMA 225, ACT I developed
a Business Case Analysis and Total Cost of Ownership (TOC) of the
F-16A/B “TOP GUN” Aggressor Aircraft. ACT I has also been providing cost estimating,
cost reduction engineering, and other system technical support services
to the U.S. Army Tank-automotive and Armaments Command (TACOM) and
the TACOM Research, Development, and Engineering Center (TARDEC)
since 1999.
For the Joint Strike Fighter acquisition program,
ACT I gathers, normalizes, and analyzes cost estimating data, develops
cost estimating relationships, and supports JSF Cost alternative
affordability modeling (e.g., the Joint Common Cost Model). We
operate and maintain JSF Cost Models as directed by the Joint Strike
Fighter Program Office (JSFPO) Cost IPT. ACT I collects, normalizes,
and analyzes data used to update JSF Cost Models. ACT I has built
corporate level business base and indirect rate models for the major
JSF primes and subcontractors. We develop cost/benefit models for
alternative JSF aircraft variants. ACT I also supports JSF Manufacturing
Planning and Assessments, Process Action Teams (PATs), Initial Baseline
Reviews (IBRs), Cost Reconciliations, EVMS analysis, and Foreign
Military Sales (FMS) pricing activities as directed by the JSF Cost
IPT.
