Mr. Michael A. Niggel
Mr. Niggel, Co-Founder and Managing Director,
directs ACT I Consulting Services and is currently serving as the
Executive Program Manager for ACT I’s Joint Strike Fighter
(JSF) and the F/A-22 Cost Analysis Programs. Mr. Niggel was a Vice
President and Operations Manager of Science Applications International
Corporation (SAIC) Technical and Business Solutions Operation. At
SAIC, Mr. Niggel provided technical support to the National Defense
Panel’s (NDP) integration, cost and budget analysis Staff
Director. He analyzed the technical and financial implications of
changes to DoD acquisition programs like missile defense, space
control and forces, C4ISR, and TACAIR. He directed 50-60 professionals
in performing SETA contracts, modeling and simulations, cost/performance
effectiveness analyses, DoD acquisition reform, and financial management
for customers such as DARPA, OSD, JCS, BMDO, Joint Strike Fighter
(JSF)/JAST, ASC/FM, and NAVAIR. Previously he was selected for and
served as a Presidential Management Intern with the Air Force’s
Aeronautical Systems Division (F-16 and U-2 Programs), HQ Air Force
Systems Command and OSD (AUSD/P).
Mr. Niggel has authored and co-authored numerous
studies and papers on cost estimating, analysis and modeling and
systems acquisition reform. He received an MPA in Financial and
Policy Analysis from Indiana University and a BA, with Distinction,
from Hendrix College in Political Science and History. He is a DSMC
Program Manager’s Course graduate and has completed numerous
Acquisition and Life Cycle Cost Analysis courses at AFIT and DSMC.
