Mr. Virgil F. McCaleb
Mr. McCaleb, Executive Vice President, has over
30 years experience in engineering, program management, public-private
partnerships and major weapons, C3 and IT systems acquisition and
budgeting. He is knowledgeable and consults in Clinger Cohen Act
compliance, Capital Planning/Justification, Performance Based Acquisition,
Risk Management, Program Analysis and Turnaround, Earned Value Management,
Public Private Partnerships and Private Finance Initiatives. He
recently successfully co-led a $1.5B Public/Private Partnership
outsourcing project capture effort.
As a Corporate Principal and Vice President, Strategic
Programs at CMS Information Services, he was instrumental in CMS’s
4,000% growth in revenues and helped develop core competencies in
web-based, integrated program performance management and financial
solutions, and significant capabilities in IT infrastructure design,
implementation and support services. He and his team at CMS designed,
developed and implemented a web-based earned value management system
for a worldwide DoD strategic program to develop vaccines for biological
warfare agents.
Mr. McCaleb is a retired U.S. naval officer, having
served in engineering and ship acquisition oversight positions and
received the degrees of Ocean Engineer and SM in Management from
M.I.T. with thesis work in a study of the McNamara era DoD acquisition
policies. He also has a BS in Electrical Engineering from the University
of New Mexico. He authored “Ship Acquisition Reef Points”,
a handbook of lessons learned and guide for acquisition executives
for the Naval Sea Systems Command.
Mr. McCaleb has been active for a number of years
in the Juvenile Diabetes Foundation and is a member of the Military
Officer Association of America (MOAA) formerly TROA.
